An anonymized deep-dive on a multi-state Health Information Exchange that needed a modernization partner accountable to its compliance, not just its roadmap.

The challenge

A 14-hospital HIE was running a .NET monolith patient portal written in 2011. Three concurrent compliance audits — HIPAA, SOC 2 Type II, and an internal clinical-risk review — had surfaced 38 findings, 11 of them classified as high-severity. The internal team of 22 engineers was already 18 months behind the modernization roadmap and could not absorb a parallel remediation track without burning out.
